Dharamshala: the second capital

Dharamshala is in Kangra district. Its second-capital designation recognised the town’s importance to the lower areas of Himachal Pradesh and the aim of bringing government closer to people in that part of the State.

Chief Minister Virbhadra Singh announced the decision on 19 January 2017. The State Cabinet approved the move on 2 March 2017. These dates refer to the announcement and Cabinet approval respectively; they should not be treated as the same administrative event.

Tapovan, near Dharamshala, is the location of a Himachal Pradesh Vidhan Sabha complex. The town’s association with state government is therefore distinct from its better-known identity as a visitor destination.

Does “winter capital” mean the whole government shifts?

The title alone does not establish that every government department relocates for a fixed winter period. A capital designation, an Assembly sitting and the location of a particular office are different things. Each requires its own administrative arrangements.

For an appointment or public service, check the named office and its current address rather than choosing a city from the season. Similarly, the venue and dates of an Assembly session must be checked for that session.

Explaining the arrangement only as an escape from Shimla’s cold weather leaves out the regional-access argument associated with the 2017 decision. It also risks implying a complete seasonal transfer that the label itself does not prove.
